You donate a tiny sum of money to get the games, then turn around and "donate" them for their Steam value to be able to enter higher contribution giveaways? I see that being very shady. I'm thinking if people couldn't donate the Humble Bundle keys, there would be more donations to the Humble Bundles. Maybe I'm seeing this wrong?

You can get the full amount of contribution from your bundle giveaways, you just have to give enough in non-bundle giveaways as well.

Humble Bundle Inc. is a company and they are ok with sharing their games, after all they've provided a system for doing so.

Also bundled games give only a fraction of their contribution.

I'm not saying the games are bundled together, though. Unless the many Batman games I'm seeing since the bundle started are kinda what you mean. I've seen bundles on here as well as the individual games from bundles.
