You level up by doing giveaways. The more $$ value you give, the more you level. You have to keep in mind though, games that have been bundled (or heavily discounted in a sale, I think 85% or more) only give you 15% of their market value towards leveling. Here's a list of level requirements, and a link to check if games have been bundled, as well as a site you can use to get better statistics since for some reason we don't see proper contribution values on our profiles here.

Level 0 $ 0
Level 1 $ 0.01 - 25
Level 2 $ 25 - 50
Level 3 $ 50 - 100
Level 4 $ 100 - 250
Level 5 $ 250 - 500
Level 6 $ 500 - 1000
Level 7 $ 1000 - 2000
Level 8 $ 2000 - 3000
Level 9 $ 3000 - 5000
Level 10 $ 5000+
