I don't know, probably it isn't working correctly as I haven't seen any announcement that issue was fixed.

Unless you are a SteamGifts Plus user, you should report a user using this form instead of using the 'Report User' button. If that is the case, then just wait as said by Deltablade.

It was never broken, but the default for reports is sent to CG, and other Support can't act on it. He has other things to do, so they take more time to get a response.

SG Support > Steam support. Add the fact that steam support don't work on weekends.

If you can't handle 12 hours, then condolences if you need to contact steam support and raging in steam forums how incompetent their support is.
