Oh but it is there in plain sight - The Gifts Won and Gift Sent amounts shown on our profile pages is the Steam retail price of gifts won and sent, and therefore not "Real CV".
To see the "Real CV", you must mouse over the dollar amounts on your profile to see a tool tip with the real amounts, which factors in the 15% value for bundled games and 0% value for mass giveaway games.

I do not know if this would work: Playnite + CheckLocalizations PlugIn? I have Playnite, it has tons of sorting and filtering options, but without the plugin I do not see any language info. With the plugin.... well, I did not install it, so not sure.
The SGTools filter seemed to work: my ratio is 0.58, and I utterly failed to pass! :D
