The man who received and registered steam key doesn't check that he received the gift

I created a giveaway and gave the steam key to a winner.

He registered but he didn't check that he received the gift.

I sent e-mail again to check, but he didn't reply. And he rejected my friend invite in steam.

What should I do?

I created a giveaway, gave the key ( by mail & Steamchat ), he replied, registered, marked it as received and unmarked it a day later....wonder what the sg support will say after the 7 day "cooldown".
