retroactive regionlocking

Did someone notice regionlock on rise of the triad 2016? I had it in my inventory for some time and intended to play it this summer but now its regionlocked.

Did you get it in a trade? It might have been region locked for all this time in that case.
Steam gifts in inventories didn't show any info about region locks in the past, but they still were there.
It was either a bug or a programming oversight, that Valve recently fixed with an update.
