Hi, I've read a weird thread that if a Russian guy gifts you a game gift, that game gift will be locked to Russian. Is is true or false? One more question is that, does Steam differentiate gifts from Russia or say EU?

Totally depends on the game. Some are region-locked, others not. AAA titles are more likely to have locks.

Depends on the game. SteamDB is your friend in this case.

How to be sure with SteamDB that game isn't locked? For example, http://steamdb.info/search/?a=app&q=X-Com%3A+Enemy+Unknown&type=-1. Or if the game is without your native lang?

1) Copy the game title or just write them in Google , write steamdb before or after the game title, for example, X-Com: Enemy Unknown steamdb.
2) Look for the correct links you want, usually at top. Example for X-Com: Enemy Unknown
3) Click Packages tab and search for RU / CIS. Click on them if you found them. If there's too many results, search for the latest Last Update. Usually it will show the store price too in Russian steam store. This one for X-Com: Enemy Unknown
4) Check for onlyallowrunincountries. If there is and it states AM AZ BY GE KZ KG MD RU TJ TM UZ UA, stay away from purchasing them via Russian/Ukrainian traders. For XCOM Enemy Unknown (RU), you can't play the game outside of this country(RU/CIS).

What is said before (except the first reply).

It all depends on region locks.
You can even have a 'Russian' giftable, which is not ROW (Rest Of World I suppose), but as long as it has no region restriction of activbating, you are still fine.

There are plenty of threads about it I think. See this post from ashkael for example.

Milky, giftable items can also be region locked. It entirely depends on the game's subid (subscription id) and what the publishers decided to do with it. Check steamdb.info (takes practice to navigate it correctly) to see if a game you're trying to get is locked.

If you are thinking about trading for cheaper price for a Russian copy, most of the trades at steamtrades know what is locked. Just ask them.

Go to http://store.steampowered.com/?cc=ru or http://steamdb.info/ and look up the game you are looking for. If it's region locked in any way, it will have a red box stating the restrictions.

Like The Bereau: XCOM Declassified - Region locked as in only being able to run in RU/CIS countries.

Then there's Tom Clancy Splinter Cell Blacklist - Only able to be gifted to users of RU/CIS countries.

some games are same as WW/ROW version. some games can only be purchased in RU or RU+CIS but then those games are region free. Some games can only be activated in RU+CIS, after activation, they are region free. And there also are a lot of games that are only playable in RU+CIS. That means, if you are not in RU, you cannot play them. Beware of this kind of games, on steam store page, this policy should be written clearly for buyers currently in RU especially for people not from RU but on vacation in RU.
