[Puzzle] For Mew2! And for Pony too!

As some may have already imagined, this puzzle has been done as an entry for Mew2 milestone's giveaway. This doesn't mean I'm going to make it easy for you to get to the prize...

Rules as usual: no helping each other, no links, no hints other than mine. If you think I've made a mistake get in contact with me. The giveaway runs for a week. I'd prefer to not give any hint, but if I see no solvers in a day or two I may change my mind about that.

HINTS

1) X=uppercase letter; x=lowercase letter; #=number.
2) this thread would be codified as xXXXx/113-121-123-111-311

Well, it's not done using the two ciphers I thought it would be, but that doesn't mean I can't find it. Either that or I need a different decoder

Well, I've officially exhausted everything I know about decoding ciphers...Time to learn some more and see if that will get me somewhere

I see them all as uppercase. I'm not sure if that was intentional or not? It was actually one of my main confusions when I started.

I realized I may have not given you enough context to solve this one. Now it should be easier. If by tomorrow still nobody has solved it I'll add another hint.

Well, that confirms that I knew the cipher, but I still have no idea because of one part of it

Maybe I still just don't know the cipher, but the only one I can think of that is like that, isn't working for the puzzle, but still works for getting to the forum with how you set it up. So I'm quite confused.
