they are delivered with the graphics card, on a piece of paper on which is the code printed. so you need to buy a new graphics card

Looks like Sleeping Dogs got bumped up to Silver & Gold tier only. Beforehand, you could get it at Bronze tier.

Funny story: I recently bought Radeon r7 card in some online shop but they supposedly ran out of radeon promo codes so they sent me Nvidia promo code instead lol.
They sent me code for AC IV and a code for Splinterr cell blacklist. Too bad they are all uplay. Still I will gladly take AC IV over the new Thief.

I got the opposite of you. Bought a Nvidia GTX 660, got a Bronze AMD promo code. Ended up getting Sleeping Dogs.

I did want AC4 though :(
