What to do in this situation?

I just realized a game I gave away two months ago was never marked as redeemed, but the user owns the game. I sent him an invite, but he rejected my request. I also sent an email, but got no answer. What should I do, as I think he's already used the key?

Make a ticket to support and include as much info as possible, including the winner's username.

If they respond in the meantime, you can add that info, too.
