I'd recommend just finding a few people you like to chat with in the group chat, and kick them if they aren't active in the chat.

Yeah, this is best. I joined a group several weeks ago when someone else did the same, the first winner didn't even keep the game, just regifted. Kind of killed the group admins enthusiasm.

There's probably hundreds of these, but they're good ideas. I'm new to Steam Gifts and I have quite a few unwanted games. And also, I like the idea of a small active community. So I made a group where I will be posting group-exclusive giveaways (when some people actually join, that is) and I hope that some members will post some giveaways too. If you post a significant amount of group giveaways then you will be promoted to mod.
