there's two ways, either the longer manual way (keep the following code and edit the hell out of it for next time)
or
a python application sighery wrote to simplify it located here. (read the How to use it section for install and usage directions)

Can't be helped, Valve now actually wants to make people play games so that there's genuine interest before allowing card drops. Stupidly over-exaggerated numbers of achievements that are stupidly easy to attain is going to be the new norm.
The stupidest part? I'm earning those stupid achievements. Guess I'm the huge sucker here.

Not sure, actually. Honestly I don't think it is yet, and I'm not sure of the scope of it as a result. But I wouldn't be surprised if the devs are starting to future-proof the system before this kicks in, in case it retroactively applies to them as well.
