The Omega Labyrinth games, at least, gained quite a bit of infamy some years ago for being essentially softcore porn despite lacking any explicit nudity. The planned localization of Omega Labyrinth Z, the prior game in the franchise, was scrapped despite being completed, as Australia and the UK both refused classification/age ratings for it and Sony America and Europe both refused to allow it to be published, despite it being a PS4/Vita-exclusive game in Japan.
Omega Labyrinth Life technically never got a Playstation release - even in Japan it was stripped of the 'Omega' portion of its title, the titjob and 'nectar harvesting' minigames were cut, and any CGs with implied nudity got extra layers of obscurants. Despite all this, the game launched unmolested on Switch and Steam, even overseas.
Were Sony and the ratings boards right to try to prevent these games from entering the market? That's tough to say - I'm very much a live-and-let-live guy, and generally I think the solution to these kind of problems is to trust that adult consumers who don't want it can stay away, and that having proper parental controls in place (as well as attentive parents) should keep minors away. But it's also pretty hard to deny that despite the standard "they're all 18, trust me bro" disclaimers, these games all have explicitly high-school settings, casts that look to be uniformly 14-15 years old, and zero subtlety about what's actually going on. It's exactly these kind of games that Valve blocks without a second thought these days, and honestly it's pretty ballsy that Bandai Namco still allows a subsidiary to publish this kind of title on major platforms.
Honestly not much else is particularly notable in this bundle; the OneeChanbara games have been around in some form or another since the late PS2 era. but despite being popular enough to net a couple low-budget live-action movies in Japan, they never gained much traction internationally, and the studio behind them is probably better known for their much-hornier other scantily-clad-hack-and-slash franchise, Senran Kagura. The Bullet Girls franchise is even more niche, with previous entries being Japan-only, Vita-exclusive titles. The rest of the bundle appears to be one-off titles, although ED-0 is significantly less horny than the rest of the pack.

I will probably get Tier3 for $18 and skip Samurai Maiden. It will workout to about $2.57 per game, which is not too bad for these niche games. I have heard of these games, but never played them because they were never heavily discounted until now. At this price, i would give them a try. I'm afraid if i don't buy the Tier3, i might regret it later at this price.

Everything else from this bundle was switched to partial CV. Considering that the bundle was processed, I guess it's safe to assume that Samurai Maiden will remain full CV because of how expensive T4 is. But, you never know...

CV = Contributor Value and it has to do with what you give away. Some games which have been given for free for instance, grant no CV, while some games give full CV, so actual retail value of the game, assuming the game has never been bundled or special circumstances or just hasn't been caught by the mods yet. For most other games the cv is 15% I think of what the actual value of the game is.
As for using steamgifts to level up, I don't know if I understand the question right, but yes, technically if you give new unbundled games, you're likely to get a higher cv and level higher until they eventually get bundled and cv gets adjusted. If you want to secure your cv in place, it would be better to give away games that are already reduced in value and give enough to reach your desired level.
