So I bought a 4 pack of Forge...

And I was told the games were added to my inventory. So I went to check my inventory, and I still have the coupon, but not the games. Then when I go to buy the game (Forge), I'm told I do not have a coupon.
I've tried restarting Steam, but that hasn't helped.
Has anyone had this problem before? And if so, how did you solve it?

Sounds like it's a glitch where it's all completed on the server side but isn't updated client side. You have to wait a bit or contact support later to fix it.

If it would be a client-sided problem the restart would have fixed the problem probably.

I already own Forge, and steam doen't let me buy the 4-pack ...

It is. When buying a 4 pack, you always get one. Since you own a copy, you can't get the 4 pack for that reason.

In my friend's activity it shows you bought Forge, when I look in your inventory you still have the coupon, so I guess Steam messed up your order. Would try the Steam support.

Just wait an hour, if its not fixed contact the support.

I had an similar problem when I bought Mount and Blade Collection. Napoleonic Wars shouldn't have been included (it just got released that day), yet Napoleonic Wars turned from "You already own the game" to "purchase now" and back. It did it for like an hour until it was fixed (still got my copy).
