I think if all contents of a package have been bundled the pack itself gets added to the list.

Yea I guess a few of those cases get overlooked and only get added after somebody notices them and points them out.

In general I would say "rebundeling" keys or gifts is fine as long as they activate correctly as the game / version described in the GA. Since in the reverse case when a game is on the list but purchased as a gift it doesn't matter and will still count as bundled I'd say it doesn't matter in this case as well if single package, 2 separate gifts or gift + key.

Yes, in these cases the packages will be added retroactively. Retroactive addition to the bundle list is quite common, sometimes it goes back years.

I'd seen this situation in the past before, too, and while it took a little longer than the individual games, the package did get retroactively marked as "bundled". :)

Shobo should be notified about that situation. Usually (always?) if pack contains only bundled games, it also lands on bundle list

I think there is no need to worry about this, since games get added to the bundle list retroactively.

Would say flat out no, its not cheating - if its the same game with the same frills - that's using your brains to your advantage. :D
(on top of that its even more advantageous having 2 separate game Keys instead of 1 that gets you 2)

By the way, if you acquire keys this way to packs that don' have all bundled games, it can be used and that is not rule-breaking. Frankly, sometimes it is easier to make a GA for a pack, especially when it has DLCs in it.

I wouldn't call it cheating, but the pack will probably get bundled at some point.

One should by the way be a bit careful with giving away packages when they have separate keys. While it's rare, there are a few cases where the pack & the individual steam keys have different entries in steam (the Deponia pack comes to mind).

Let's say there's Game A and Game B, both of them are bundled and give you bundle CV. However, there's a package on Steam called "Game A + Game B". Since the package itself wasn't bundled, only the games it includes were, this package gives you full CV. A person creates a giveaway for this package, but sends the winner two bundle keys instead.

In some cases, the GA creator don't know about the difference between them, i mean about the CV, he sees the package in the list and just decide to choose it for his GA but there are some cases that the GA creator choose the package knowingly because he knows about the bundle list.

Is this cheating? Should the GA creator be punished in this case?

It's like creating GA for free games, some do it on purpose and some other just don't know about the rules!.

Adding the package to bundle list is enough.

you wouldn't be cheating since the winner will get both games, so according to sg rules you are ok. but the package will be bundled when supports finds out.

I asked support about something like this before:

Sinovera
So, today the humble weekly includes PA's On the precipice of darkness 1 & 2. I see giveaways for the penny arcade adventure pack. Although the change hasn't been implemented yet, I'm assuming Precipice of Darkness 1 and PoD 2 are going to be put on the bundle list but not the pack. So people would be avoiding the bundle CV penalty by giving in packs. Is that allowed? I mean, I guess only the winner could report something like that anyways; but this question's been on my mind a lot when seeing packs up for GAs.

If it is allowed then okay, but that feels a bit weird in cases like this PA thing. If it's not allowed, then are we to report them? Like I said before though it seems only the winner could possibly have 100% sure proof.

Thanks for your time.

Hey Sinovera,

Apologies for the delay. The Combo Pack is in the bundle list, as most packs that include all games that are in the bundle list. The reason for this is that if the winner has all games activated on their account (all games that are included in a pack), then we really cannot check if they activated a collection or individual games.

If the gifter tries to give away individual games that are less than what the pack actually includes, then you should report it. If they give away every game of a pack and have it listed as a pack on their giveaway, then, since we cannot check it without both the gifter's and winner's proof, it is fine, fortunately or unfortunately.

Thank you for contacting us and have a nice day!
