If you won a Steam Key on here, but the code doesn't work in your country, are you allow to give the key to someone else?

I won a code for Strider yesterday, but the key doesn't work where I live, so I wasn't able to use it.

You should not " mark the game as received " if you didn't activate it on your Steam account yet.
