try disable the auto updater...if you windows isn't genuine. (btw, my definition of a "genuine" windows is a product developed by MS and not some fake copy that just looks like it)
that's why the updater might be stuck. (some updates are being installed while the computer is shutting down)

theirs lots of reasons, some good some not but windows 8 being free wouldnt make me want to install it from what ive seen even if i didnt have a legit copy of win7 which i do, for instance you cant buy windowsxp anymore but some people me included prefer it so thatd be a reason to run a pirated copy if you wanted it on a new machine/new to you machine

I have a weird variation on this problem, lol.
Windows shuts down and all but my PC doesn't turn off... if you understand what I'm trying to say. I opened it up and checked the PSU and mobo cables but they're all plugged in right.
And I have genuine Win7.

That may be a problem with your MOBO. I had that problem, I googled my MOBO model name and found people had the same problem and found out that the firewire port was causing it. Disabling the firewire port (since I don't use it anyway) in the bios solved the problem.

I dont know if anyone has mentioned this, but you really dont need to unplug your PC, and you really shouldn't, it can do damage. Just hold down the power button for a few seconds and it will do a "hard reset". If that doesn't work, theres a switch on the back of the PC, near the power cable, flick that to turn off the power.
As for your issue, the first step would be to check if you have any viruses or malware. Then use task manager to see what programs are running when you try to shut it down, something there might be preventing the shut down, although quite unlikely. You could always try a system restore too, to restore your PC to a previous date when everything was working.
