If you mean why it's named like that, it's not me, but the old GameNet who handled Black Desert in the past called them by that.

Over the last month and change, we’ve been covering the news that GameNet, Black Desert’s Russian publisher, was handing the service in the CIS region back over to BDO’s owner, Pearl Abyss, apparently because Pearl Abyss chose not to renew GameNet’s license.
So if that naming they used isn't proper, I can change the description into RU region since that's the official one Pearl Abyss is using on Steam, although not sure if you want to use their official naming or not.

But I think there is no way to use the Steam version unless you use a VPN putting your account at risk.

Once steam store locks your account to a region no VPNs work then. Even in humble bundle free keys this issue has been dealt with VPNs dont work.

BDO is really good.... for the first 2-3 months. Then you understand that every element of the game is somehow connected to the Item Shop (IS).
Want to fish effectively? Fishing rod, backpack and fish container in IS.
Effective barter and sailing? Sailor slots and VP in IS.
Huge cooking and alchemy time boost? Clothes in IS.
Or maybe farming? Fences in IS.
Horse training and trying to get gold T8? Skill change coupons in IS.
Creating a network of nodes? Worker slots and warehouse slots in IS.
Want to play more than 6 classes? Character slots in IS.
Want to play more than 1 character per season? Season slots in IS.
Fairy? Orbs in IS.
Want swimming not to be masochism? Clothes in IS.
Horse stats boost? Clothes in IS.
Wagon stats boost? Skin in IS.
Ship stats boost? Skin in IS. 64 euros without discount!!!
Teleporting a horse from any place on the map? Whistle and horn in IS.
Effective use of crystals? Slots in IS.
Now we move on to pointless grinding.
Weight limit? In IS (the free one is a joke compared to the one in IS).
Inventory slots? In IS (you can often get them from events but we're talking about a new player here!!!)
Maids? In IS (as above, I've never bought any and I have 47 of them, new players have ZERO of them).
Pets? In IS (those few free pathetic pets are another joke because even 5 T4s are not enough, and the most important pets like polar bear or hedgehog cannot be obtained in any other way, they are only in IS; I currently have 78 pets of different tiers and it's still not enough for me to have full effective coverage of every life skill, knowledge acquisition, etc.)
Branding items to increase dura? In IS.
Repair tent? In IS (items in BDO wear out quickly, 40-60 minutes of effective grind and they already have 0-10% dura, so without a tent you're constantly rushing to the city).
Let's move on to the "pearl" of p2w, i.e. enchantment.
FS slots? In IS.
Repairing dura items? Artisans in IS (repairing with memory fragments is simply too expensive).
Crons for enchant? Melting clothes from IS. And no, there is no free alternative to this. The number of crons needed for enchantment is so gigantic that 4-5 fails exceed the value of the enchanted item. Enchant without crons does not exist because item level drops and end game gear has a 3-5% chance of success, and that with gigantic FS of around 200-300, which FS are not free. Either you spend thousands of dollars/euros on clothes to melt or you are a living bot grinding for 10 years.
And finally VP, as "optional" subscription. "Optional" because without VP you can't trade in the game. Well, you can, but VP reduces the tax by 50%!!!!
