iff i buy The season pass for saints row 3 will that give me all of saints row 3 available dlcs?

No, it gives you some of the DLC I think. For all of it you might need The Full Package or to just get all the DLC minus what the pass says it includes.

It gives you the three story dlcs, Genkibowl VII, Gangstas in Space and The Trouble with Clones
