Not sure if it still works, but when you get that error you usually block the person and then unblock him... After doing that you might be able to add him again.

did you sent him an email?

Ok, I will give you one (I hope usefull) advice about what you can try. If his profile isn't private you can message him by leaving comment of any of his screenshots from any game. He will see when he comes online on Steam notification and he will see comment. That always worked for me when I needed inform some player who has not allowed comments by non friends. You really can try that, but also, as I see when I checked your created giveaways, only 3 days passed and by SG rules, it must pass 7 days, then you are allowed to reroll for new winner. Good luck with this issues. :)

Sent a email telling he won a giveaway in Steamgifts but don't write the key there. Just tell him to login, activate the key in his account and check as receive.

all of those, plus: have some patience. there's people who doesn't log on steam or sg everyday. i've had more than a couple of winners that took longer than 7 days to activate.

Tried to block and unblock him.
If this fails, I'll try to comment on a screenshot;
if not, I'll send him an email.

If all else fails, will re-roll after 7days.
