looks like its a bugged dlc, i already have base game and see "Missing Base Game" error

Since you won't get any CV for it anyway, you can give it away using http://keygiveaway.com (to avoid the bots), possibly dropping on the Orphan Keys Drop Thread, or try trading it (obviously not here).
