Humble Bundle gift links, winner cannot redeem, what should I do?

Holiday event has ended and now I receive the messages from my winners that they cannot redeem the games:

"Cannot Redeem
We're sorry, this gift is not claimable in your current country, and can't be applied to your account."

Yet two of the games were not supposed to be region locked at all:
Torchlight from Humble Better Futures Bundle
and "EARTH DEFENSE FORCE 4.1 The Shadow of New Despair" from March 2019 Monthly
When I was creating gift links, HB didn't warn me about any region locks as well.

Third one is Darksiders III from November 2020 Humble Choice. This time HB warned me about region lock, but current winner's country (Brazil) was in the list and it is in the list of countries for this steam package that as I understand I got from HB.

So:

1. Is something wrong with Humble Bundle gift links now? Is something wrong with them right now, or in general, and we shouldn't use them anymore? (this thread is closest to this question that I found, but it is more like "I don't want to use gift links" instead of "we can't use gift links")
2. Since if I understand correctly keys should be redeemable (from everywhere in first case and from Brazil or any other country from the list in second one), may be I can claim these links myself and send keys instead? Will everything be fine in this case. and will they be able to activate and play them?

May be this was already discussed earlier, but quick search for "gift", "link", "cannot redeem" didn't show anything similar recently, and last year gift links worked just fine.
