Well, the recent Witcher 3 drama does call that into question a bit.

Reseller = Grey Market sites (origin of keys unknown) e.g. Kinguin or G2A.
Official retailer = Sites that are given keys directly from devs/publishers (origin of keys are known) e.g. GMG, Gamersgate, etc.

Also gmg doesn't give you ROW keys (I learned that in the hard way).
At least not always, and since they don't have a warning in their web, you can't know if the key is ROW or not

GMG, Indiegala, and Humble Bundle are probably your best options.

Being using the three of them for GA's till now.

3rd party retailers: GMG, DLgamer, gamersgate, Nuuvem (with exception); or bundle sites: Indiegala, humble, etc.

You can also trade for them here in the trade forums; many take cards/gems/wallet as payment.

if they require gifts only, buy keys, trade for RoW gifts. Look for deals in trading section. During the sales on Steam you might be surprised how cheap some games can be in some countries.

Don't buy on GMG. They don't have any warning in their website, but keys are not (always) ROW.
