Set the contributor level at least +3 and most likely you will encounter only trustworthy members. Those people already made a few GAs so they know how this site works. I only had to ask for rerolls when my winners were low level ones. Nowadays I only create GAs with a minimum of lvl 5 restriction and have no problem at all.

People who run away with keys, use scripts or bots to enter, or would fail a simple SGTools-protected giveaway are pretty common even on level 5. Auto-enter users have been identified up to level 9. Also, my most problematic giveaway of late was trying to do a multi-copy giveaway for level 10, which took me almost three weeks to finally finish all the rerolling process and get everyone activating their keys.

Due to the price difference, I saw quite a few fellow Chinese "farming" CV with discounted but not bundled Steam gifts. SG treats CV from region-free GA and region-restricted GA the same way. It's not very hard to get to lv5+ this way.

You can see at least one Russian who reached level 10 with 90%+ of region-locked giveaways. He is not alone, there is a small underlying entire sub-economy of them on SG. South Americans also do a similar thing. I have to add that many of them usually do it both ways, meaning they send and win usually games restricted to their own region.
I saw some hints of Chinese and even more Taiwanese doing it, but they are still low in numbers here. Interestingly, Indians are not on that bandwagon, even though they have the second cheapest region.
(Although, just as a side note, I should mention that maybe SG needs a Chinese FAQ as well for the Taiwanese users. They have steadily jumped to the second spot when it comes to people I find past infractions at when checking winners.)

Yes, I agree. I have talked with some Chinese users, and apparently most of them don't realize this is not another gleam.io or Indiegala giveaway. "Just another website to win free games from" they said. Don't mean to complain but, some of them don't even say thanks when they win a game.
I think a localized FAQ could be a good idea, not sure how many of them will actually read it though.

I may have not met those or just never noticed it. I usually expect the EasySteamgifts browser add-on on higher levels, but there were like 2 level 9s who had the obvious pattern of same message within a few seconds on about ten giveaways. EasySG usually spreads that out as it takes time for the plugin to load the giveaway page, send the request and comment, then close it. It is not as closely grouped in time as the script.

Its hard to remain creative. i've tried switching between humor, light sarcasm and even useless facts...there is always someone who gets annoyed, so everyone gets a dull "thanks" most of the time, that might get confused for an autoreply

My guess is someone used bot to enter GA and to farm card. However the bot only enter GAs but don't activate games.
Or maybe they are just alt. accounts trying to win games for their main / for trading it away.
You need to wait for 7 days and then ask support.

Well, all the replies are covering all the situations about this. It's very weird when the user has many wins and a clean history but doesn't respond when is online maybe it's a autojoin bot?. Just wait for the 7th day and contact support. They may "check" the received for you.

Some people may not activate the game right away even though it says they are online because they may be accessing this site from their phone and you can't activate the game from your phone. I'm not sure why they wouldn't reply to a message though, maybe they don't speak english.

Don't redeem it
Don't know about others, but can explain what I was thinking several years ago when I still cared about my steam account. I enjoyed going from game to game so activation of each game was a safeguard for me, it was preventing me from getting lazy and hoarding. Since then I succumbed to procrastination and now I'm just activating anything as soon as I get it, but I'm not proud of my current self.

and as others have said before - steam won't tell you whether a key has been used or not when you try to activate it on an account that already owns the game, it just says you own the game, regardless of key status

It happens to me some times. We always have to wait 7 days. I understand some users might be away and take some time to activate, but it is annoying when they are online and refuse to accept any kind of contact - either through steam or email. I have lost some keys because of this in the past.
In the end I decided to only send keys here, when the winner is a long time user or has received some giveaways already. If it is a new user I prefer to add to steam chat first. Sometimes they don't respond and I have to request for re-roll.
Giveaways lvl3+ usual don't need to go through this process.

Did you check them for unactivated wins before sending the key? If you didnt, you should do that next time before sending the key. But anyways like others said, now all you can do it is wait till the 7th day.

Maybe because some SG users don't care about documented SG giveaway rules...
Also what Mousewithbeer says: always check your winners on non activated wins and multiple wins and if they have any of those always send a re-roll ticket. It can be denied by support because of already served punishment but at least you have tried and not all re-rolls are denied.

sadly you can't just pay them a visit, bash their faces in and have a beer afterwards like you would when some of your buddies is pissing you off. obviously if a random stranger pisses you off you don't bring beer but molotovs.
