Halo 3 on Legendary... alone. In co-op, it's even kind of easy. But the usual AI partner goes in all Rambo and gets shot within seconds, and you alone have next to no chance to finish that game. I couldn't even get through the first chapter.
If multiplayer counts, then Half Life (1). Some pro-ass wizards are headshotting me even while they face the opposite direction sometimes, yet I can't aim for shit in that game. I might need a crosshair mod to help with that actually.

All Shooters are pretty doable on each level when you duck/escape enough fights.. I only remmember the easiest of all FPSes which is ofc Crysis1-3 (go with the Future Deagle and kill them all(no idea but C3 yet)) and Rage (1hit mutants in the head with fists)
If I had to say one shooter it would be L4D2 on solo mode, and then try to get the jerrycans.. impossible :D

Not to mention enemy accuracy at 110% and 3 bullets to kill you.
The second last mission, "Heart of the Fucking Reich" it was called or at least a variation of that :P That level was the hardest experience I have ever faced in all my years of gaming. No joke, literally raining grenades.

I spent nearly 4 hours to beat the first 3 missions of Homefront in the hardest difficulty. And that's because my tactic was hide behind cover, go out, see where sb was. Go back in with 10% wait to regenerate, go out, kill him. Rinse and repeat.

Quake 2 on PS1 console with gamepad, yeah I loved the game that much, and after finishing in PC, I wanted to finish on PS1 once moar. Back then there was no auto-aim etc.

The normal godlike bots were very tough, but it was still possible to beat them. The real challenge was to increase the accuracy and awareness of each bot to max, decrease its campy behaviour and then set the game to godlike.
Combined with the InstaGib mutator and some friends this was all about who died less :D
I miss that old UT. It was a terrible idea to add trendy vehicles to UT in later games.

Agreed. Back in the day I was too young to completely understand how all the settings affected bots' behaviour, but it was painfully obvious that moving those sliders to far right increased difficulty what seemed like tenfold.
I wish they made more shooters like UT99. Everything seems to be too team oriented these days. Don't get me wrong, I don't mind that, I enjoy Natural Selection 2, Team Fortress 2, Left 4 Dead 2 and similar games immensely, but I miss some good old school free for all deathmatch.

<Insert "modern" Call of Duty here> on Veteran(or whatever their highest difficulty was). Mostly because staying behind a wall and instantly getting "ketchup" in my eyes the moment I show my nose out was so utterly boring I didn't even bother learning how I'm supposed to play it properly. Juggernauts and instant-death-dogs didn't help at all.
