my question is if it's allowed to gift a region-locked key (with proper notice of it being region locked)?

Do not submit CD-keys or Steam gifts that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions.

I've seen quite a few region locked keys being given out, I guess you are allowed but you have to get permission from Support & state that it's locked in the description of the giveaway. ;

it's not true, 1st a lot of people don't read description at all, just enter GAs without thinking 2 support would never agree on this, 3rd people may just change their region of residence n steam in order to enter just to find out it's region locked, not to mention people who live in another country (for example Russian moving to EU won't be able activate RU copy even while being Russian).

Would it be ok if it was limited to a steam group? In this case I don't really have any friends living in Brazil -.- and it would be kind of a waste

like I said previously - no. If it so happen that a winner wjo is even from Steam Group called "Brazil" is not Brazilian you still have to deliver him non-locked game. If you don't you won't get reroll just because he's not Brazilian.

What is so hard to underdstand in Do not submit CD-keys or Steam gifts that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions.. I gave you a direct quote from site rules, it should be enough. Other guys are giving you some theories and shady ways to break the rules.
