Ever considered the possibility that your account may have been deactivated? You do have a trade ban.

Try deleting the AppUpdateStats.blob file in your Steam folder and then restart Steam.
If this doesn't work then delete both AppUpdateStats.blob and ClientRegistry.blob files.
(The clientregistry.blob file holds your registration data for your games. If you delete it the file will be restored and you will have all of your default settings on all games installed like your name, spray, binds, etc) Don't worry though, you won't loose your saved games.

I did everything: -clearbeta, reinstall delete,install ,,,,,, and everytime i launch it says please reinstall steam...

"I was having this same issue, but fixed it. I uninstalled Steam, ran an sfc /scannow on my system, and it repaired some files. A reboot and reinstall later Steam was working.
