A couple options:
Quality Games Giveaways - only quality games given away (based on steam reviews), you have to maintain a positive ratio to stay in the group (you also need to give away a game when you join before you can enter group giveaways), and there's a monthly giveaway requirement of 1 game (you can take a month off, so long as you don't enter any group giveaways).
Playing Matters - for people who play their wins, by people who play their wins. Since it's a group based around playing your wins, only games worth playing are given away.

Bundle Traders have a ratio of 1:1 and are pretty good at checking members and kicking them out regularly for people who don't keep up with giving back what they won.

Yes, to make sure to weed out people who just want to win without giving first you have to make a GA for Bundle Traders B.
Follow the link on the thread make a request to join first to B group and leave a comment in the thread, when you're GA for the B group has been sent then you would automatically be accepted in the main group.

Jedi Training is pretty great. There is a mandatory monthly train where everybody has to contribute every month. There are a bunch of trains ranging from 1P to 30P as well as a 40P train and a 50P train, you only gift back to these trains when you win from them. Finally there is a mystery train for shared giveaways and random giveaways, and you don't need to gift to this train unless you feel like it. Every month the users with the 3 lowest ratios in the group are kicked for 1 month. Recruitment thread
If you can't gift non-bundled games, you should be sure to avoid the non-bundled trains (Humble Monthly games aren't allowed even if they give full CV.) The member count is a little higher than 100 and if there is an involved community, I am not involved in it.

There are a few Humble Monthly games that still do give full CV like Dark Souls 2 & 3 but most are reduced value, just wanted to mention it to avoid possible confusion :]

I'm looking for a good ga group The problem i face at is that alot of these groups have people that tend to get more then they gift. If i give away a decent quality game i want it to go to someone that not only enjoys the game, but tend to give away games themselves, so that the site can stay afloat.
