Sometimes its the smallest effects that kill the gpu, look at things like physics, shadows, etc....but yeah Ubisoft has been dropping the ball for some time....

drawing range and resolution takes much of the video memory,
still if you said evolve only 20% maybe you haven't seen the most of high end PC in action
