Uh, no. We actually own the game (Regardless of if that's ownership of a digital license or of a digital product), and are allowed to download and retain the installers. With Valve, we don't even purchase a license to the individual games (as is already an unfortunate norm): Valve loopholed the legalities involved into listing Steam itself as the service being provided, meaning that they can outright cancel access to ALL games at any time [by cancelling your right to their service].
Since it's a service, rather than a product, you have no right for recompense should they do such, since you never owned [and thus didn't lose] anything. ie, it's like a TV subscription plan: Even if you paid extra for more cable stations, that doesn't mean you get to retain anything if your service gets cancelled.
Steam is.. amazingly skeevy in its abuse of the legal system- or rather, of the laws that corporations like it have pushed into place regarding digital product rights (or rather, lack thereof).

First off, you're fully within legal rights to do so within Europe. Moreover, right of first sale is irrelevant to the more fundamental right of private ownership, which was the actual topic. That the first typically extends off the latter is a basic association, but not relevant to the assessment of each component on its own.

You still do not "own" the games purchased on GOG. You're still bound by terms of service of GOG.com and any EULA agreed to with the software itself, including, but not limited to reselling, redistribution, reverse engineering, or using imagery, music, characters, etc. from the software in your own work.

Most of us don't intend to resell, redistribute or use the works came by software in our own work. You're nitpicking it. You can't even do most of them when you buy a boxed retail game.

If GOG Connect gets more popular and GOG starts doing bundles, I'd easily swap over fully.
The problem is that GOG's sale benefit primarily comes from their complete-a-set bundles, and rebuying games is.. a waste.
So GOG, while awesome if it's the only site you use for games, really handicaps itself with its system.
Nevermind that bundles are just absurdly cheap compared to any sale, and that's hard to compete against without also engaging in similar.
Once you move past how difficult it is to purchase from them, GOG is the best available distributor by far.
And Steam.. well, if it wasn't for Uplay, they'd be hands down the worst- but while Valve is too cool to pay its customers any mind whatsoever, Ubisoft seems determined to outright express their disdain for us. :X

Yeah, but I haven't personally been screwed over by most companies :P
Besides, Bundlestars, Groupees, and Humble have great reputations (Humbles regional issues aside, though even there they offer full refunds if an issue arises).
IG and GMG are really the only two bundle/sale sites with firmly bad reputations that I know of or hear about.

i first hear that IG and GMG have a bad reputation :D personally with IG i have no problems. when there was a major issue with a steam key people couldnt redeem it for one game (it wasnt even IG's fault devs didnt send keys) IG fixed it as fast as they could when they got the keys and when some people still had a problem with redeeming that key (i was one of those people) ive sent a message to support and it was resolved within hours and for GMG this speaks for itself :)

That's not an entirely accurate way of phrasing it, since in a sense they're closer to being a series of games based on the same foundation (eg, Street Fighter Alpha 1, 2, 3), rather than being minor remakes of the same game.

Accent Core Plus R is the latest and most definitive version, so in that sense it is the best option. :)
But y'know- some people still swear by Street Fighter 2 (or rather, one of Champion Edition or Turbo) over the later games, so there's reason to consider the different versions available. ^.^
(That being said, if you had to go for a single version, Core Plus R is probably the best choice- so if you're not looking at multiple versions, probably better to wait for that to go cheap instead.)

Depends on story. Not all of them have story. #Reload does have part of the XX story (and last I checked, it was new parts of the story with each release), so if you want all of that, guess what you need to get.

It appears rights are reverting back to Arcsys and the games will be delisted soon. Kiss Ltd is selling the games at 85% off before they are delisted so if you want them now would be a good time to buy.
GMG and Humble Store has both games for 85% OFF
So far Arcsys hasn't said a word when or if they will return to Steam.
