+1 for World of Zoo. My 6-year-old loves this. Granted, 9 is much more developed than 6. But it's pretty easy, fun, and ridiculous.

CoD(jk) Seriously don't get it... On a serious note the current Humble Indie Bundle can be suitable for your niece.. They are mostly platformers like Giana Sisters,Guacamelee etc.. U can also get Plant Vs Zombies but it is not on steam(I guess)

I would also suggest some old point & click games such as Day of the Tentacle, Monkey Island, Sam & Max Hit the Road... 'cause I grew up with them :-D

You know kids can make anything a game, but they want to play what their friends are playing, so just ask them about those.
You shouldn't limit yourself to steam. Get an emulator or just buy a console for the kid. Minecraft is a really big game with that demo.

I guess you could always try "Nature" - it has awesome graphics (any PC [personal corpus] should be able to play it, though!), sounds, music and replayability!
I'd rate it 9.5/10 (the -0.5 is because of some bugs that sucked back in the days and still weren't fixed).
Definitely try "Nature" - it consumed pretty much my entire childhood, so you see how great it is :)
Oh did I forget to mention that it doesn't have neither a monthly subscription model nor a pay2win-microtransactions model, it is absolutely free and every player has the equal opportunity to "win" :)

If you really want a game I recommend Terraria. Cutting trees, building house (and furnitures) and staying in it during nihgt to hide from monsters is fun. But you should play with her to help carfting things.

Although sometimes you need to get ingame money to buy some ingame items just like a ball or some stuff like, but apart from that I'd agree with your opinion. This is one of the best games for this age ;-)

She don't like platformers ? Coz the Rayman Game are funny and kid friendly. Also Guacamelee isn't necessarly the easiest game for a 9 year old but the latest Humble Bundle Pack offers 4 nice Platformers for 1$ including it. Maybe let her have a go at it for what it costs.

not sure if anyone has mentioned it (too lazy to scroll :D), but the LEGO games might be good, i believe they have various language settings and are very suitable for kids, plus it would bring her into the universe of some of the great movies
eg. indiana jones, harry potter, marvel heroes, star wars, LOTR and so on
and regarding the language there's english, danish, french, german, italian and spanish - and that's all written language, the Lego figures don't really speak any understandable language.. but if these languages don't fit in with your needs, don't fret the games are very intuitive (the ones I've played at least which is indiana jones and batman)

For my niece. Shes tired of sonic all star racing and before you say it no she won't like secret of the magic crystals and besides she won't understand a thing.
Something easy and sandboxy.
I should add that her english isn't very good and castle of illusion was too hard for her so she would need something easy and simple to understand.
Also the game has to be on steam and easy, shes really bad at platformers.
After some consideration I have decided that I will force her to play bad rats.
