If my public IPv4 address is for example x.x.x.x, and I change it to y.y.y.y, can someone else in the world get my old IP address (x.x.x.x) to his own usage? like... will the ISP provide him my old IP for his own use? or if I change the IP address the x.x.x.x adress gets trashed for ever?

If your IP is not static and you log off, your IP will be back in the Providers IP-Pool (-range) as unused.
Every time a Customer of this ISP logs in, a random IP from this pool is assigned.
The ISP will log the time you've used the IP and depending on country it might log what's been done with it.

If IP addesses got trashed every time the current user changed his address, we'd run out of numbers very very quickly.

So to answer your question, yes, they do get re-used.

If you want to know how to change it, then change your MAC address to your network adapter or your router, whatever you are using.

ISP detects a "new device" and assigns it a new IP.
