1)I just purchased game with RU tag from steam store , i live in Europa...
2) i have COD (RU) Work perfectly.
That mean i can buy Ru tagged gifts without problem?

RU Region locked isn't the same as RU Tagged.
You can activate ru tagged games if they don't have any lock..

Yeah you're right RU is only language tag for some games.
