RU copies state on SteamDB that it's not available for cross regional trading and doesn't support the english language on the store page. :/

Of course, it may just be a problem with the store page in regards to the language.

No, it's really not safe when it comes to Steam version. It looks like there are going to be different versions, like RU/CIS-only, Euro-only and Rest-of-World.

If you really want it cheaper but legal, you probably should look for GoG copies from Russians, those should be safe. Or not, and GoG will prove once and for all they don't care about their own rules they said long ago.
