Google suggests that one year there was an Indie Spring Sale. The news section said the anime sale was the second annual sale http://store.steampowered.com/news/21582/ but I don't know for sure if it was considered the Spring Sale last year.

Weekend (event) sales appear to be irregular and small in scope, and have no bearing on the big seasonal sales.
I can't find a single mention of an actual "Spring Sale" having happened before, only the 'Spring Indie Sale (Mar 21 - 29, 2013)".
Weekend sales don't appear to have any special significance, since they're themed to genre, style, or publisher, not to season, and are unreliable in appearance.
In that sense, the Indie Sale is style-typed, so seems to have been more a large scale version of the weekend sales, rather than being an attempt at a new seasonal sale.

None; I'll go to Canada for education purposes (in September) and cannot bring my PC there. Only a crappy laptop which I have all the games it can run.
And this'll go for 2 years (unless I get a job in that 2 years and make a little bit extra money to buy another PC) so... yeah.

Maybe Pillars of Eternity DLCs, but I think I'm good for another year without revisiting that game. I see the devs are still fucking around with the game mechanics and balance, so maybe in another year they finally finish releasing their rules. :)
Other than that, I cannot recall the last time a game was cheaper on Steam than on any other site, so not really expecting anything worthwhile. Steam season sales are meant for non-ROW people only.

If Far Cry: Primal and Rise of The Tomb Raider are cheap enough, though they won't be. Lego Marvel Avengers and Jurassic World, though Avengers probably won't be cheap enough. Wolfenstein The Old Blood, if it hits 75% off. Dragon Doggies if 75% off. Borderlands Pre-Sequel season pass and the other dlc that isn't included in the season pass, if they are 75% off(so, no).
Also, interested in Dying Light season Pass, but it won't be cheap either. And Soma.

I'll get Far Cry Primal and Rise of the Tomb Raider if they're 50% off, probably. Lower on my list are Dying Light, SOMA, Subnautica, and Sunless Sea. We'll see how much cash I have on hand and how deep the discounts are. I don't see any of the games I listed going under 50% off, which is a shame.

I think you will be alright getting that stuff. Besiege was bundled in the first Humble Monthly. You can still find traders with it, if you have something around the same tier to trade. Should be due for 75% off. Dead in Bermuda is due for one, as well. I could see it getting in a Humble Monthly, too. The other two have had 75% off sales, already, so that definitely increases the chances of another. Styx was also bundled in a Humble one, third tier, though. Likely to eventually be, again, since it's Focus. They do bundles appearances, here and there.
As for me. Well, I'm poor enough that I tend to wait the full year or two years for that first good sale on all the popular stuff. Whatever was popular back then, I might finally get my chance to check out. I'm patient. Sometimes too patient. I'm thinking the top of my list might be Tennis Elbow 2013, Guns Lifetime Access, Catlateral Damage, the Car Mechanic 2015 DLCs (So I can finally play it), and Arma 3 Apex Edition.

The answer to your meme is trade something of the same value, before you give it away. :). Maybe take a Humble Monthly game next time one pops up and offer it for Besiege. If you are already buying them, instead of giving it away, knock something off your Wishlist. You can get matched on Barter. I see 13 people with it on there, that you could match items with. Makes it easier than trying to scout out someone to trade with from a forum post.
After I gave away about a thousand games between the three major giveaway sites, I started thinking that I might be wasting a bit of money, as I still had to go and buy all the stuff I wasn't trading for. I got a bit sick of the wallet dropping off. I hate trading and it isn't for everyone, but I will say that it does the job of getting you things with money you have already spent, such as for higher tier bundle items that you have, to get others you don't. You might be one of those people that prefers the warm and fuzzy feeling of giving, but you might also want things, so you perhaps need to find a balance. :)

Glad you are enjoying it. It's a good service for getting those game to game trades done. I can't do many myself, due to my library size, but it does benefit a lot of people. There is a Steam Group if you run into problems. Users are pretty helpful. Fair warning, though. The admin has been MIA for about 2 months. The services keeps running, but there is nothing that advanced that can be done if something does go wrong. For example, if you get an accidentally failed trade, no one will be able to fix it, as far as I know.
Now you just need to form up a trade offer for Besiege. :D 12 copies left.
