as long as they haven't been in bundles or given away for free i'd say yes. unfortunately i don't know where to check if games were in bundles already

Looking at the Steamdb link and at the acutal steamprofile of him.....it could be that the db site is calculating wrong, as that say he onws 80 games, but steam itself only counts 19 owned games, as the most stuff he has seems to be some f2p games which do cost nothing (but may be counted on the statspage with a price as those have starter packs which might be counted to the value, instead the free part of it while the sg site counts the value correct).

the problem is, that many people react very aggressive about VAC bans. some giveaways here are even stricted to accounts without VAC ban (only a few, though). and some people will even blacklist him for the VAC ban.

Tbh, if you share a game with someone trough family sharing and this person uses hacks both accounts get VAC. While this is a common excuse for real cheating, it is possible. :P

That's the value with sales, totally unrelated. You have PAYDAY 2, Rust, Rocket League, H1Z1: Just Survive, H1Z1: King of the Kill, Counter-Strike: Global Offensive (and possibly some more) which are not on bundle list and cost over 100$.
