Basically your suggestion can end avoiding the problem some day, but it's not how the site is intended to work, and not following the rules isn't a good idea.
Reason of reroll:
My item only activates on some countries, there's a rule that says those items shouldn't be given away on this site, but I rather keep trying and rerolling until someone of these countries can win the giveaway, I don't care of rules. And of course I'm aware that maybe no one of those countries entered the giveaway, just keep rerolling until someone can activate it, many thanks :)

What "you would do" isn't correct as per the site's rules. If you give incorrect advice to a problem, expect people to correct you.

Can you not see I don't give a fuck what some other giveaway site has to offer? You are border line referral linking at this point.

The problem here is not with recycling the game on another site, but with the fact that on steamgifts you MUST activate the game you won on YOUR account as soon as possible otherwise shit might happen (regifting here is a big no no).
That's also the reason why region restricted gift are not allowed.

And, no, I have not reported you, but there is always some chance that someone has.

Support doesn't have the manpower to hunt those giveaways and will let them be. However, they will usually not re-roll if the winner is not from the same region. Making these giveaways is always risky for the gifter unless they have private groups where every member is able to redeem the game.

No mater what is written is the description, the fault will always fall on the gifter for breaking the rules.

For now is against the rules doing region restricted giveaways, but with recent big changes on Steam it should be considered, this will create even more support tickets because not all ppl will read about region restrict before joining giveaway and eventually win it, on gameminer their support is not bad, but they just don't care that good about things like here, if you win a region restricted gift there no matter was it saying it or not, nobody will care about it. Gameminer even allows giving away free games that are being given away, but it gives 0 contribution, but still spams the site, their support don't really cares that much, this doesn't mean SG should allow this too, if someone else is doing it.
And if allowing region restricted gifts this site will become most likely Polish, Russian and CIS Steam Gifts, and ppl could also just create even not region locked giveaways but only for some country, so they will have to mind something about this before allowing region locked gifts.

The fact is that it doesn't matter what you or I think- it is against the rules and that should be enough.
We could now enter into a discussion about exploiting CV with restricted GA's and all that but I'd rather not :)

That's quite odd then. I assume he sent a screenshot of the sent gift and support wasn't able to see if it was region locked or not.
