Recently created a giveaway and recognized that the winners steam account was an account created for gathering steam trading cards. both this persons account is on this site, 1 lvl 4, 1 lvl 0. is this kind of thing acceptable here?

it's not acceptable here, so request a reroll. Remember to include some proof. Creating a support ticket might not help that much because it will take quite some time before you get a response.

well the proof is that the account name, the steam profile being friends with other person from same exact place, and the other account is more active. it doesn't sound as much in words but its pretty obvious when you see it.

Assuming he didn't bother fooling around with proxy, which is doubtful if he didn't put any effort in not making his accounts look unrelated, it will be very easy for support to tell. Just do what n3m said and ask for a reroll.

I guess you are right, but don't forget that some people share PCs and are friends! I share a computer with my brother and he is way less active, but that doesn't mean we are the same person. Also, he has few friends (some of whom are lvl 0) and we have the same IP. He doesn't have an account here, but if he did, we both could get banned for no reason.

It's not, using both accounts to enter giveaways is. Which is why people are only allowed one account on this site.

The problem is that both the main account and the alt account of this person are registered here on Steamgifts, and that's against the rules of the site

Having a second steam account to farm cArds is fine. Registering the alt here is the issue.

EDIT: I have four steam accounts easily accessible. Say I find a private puzzle giveaway that only has four other entries. I have a much better chance of winning than everyone else even if I have to activate the game on an alt.

i have a pending ticket for the exact same thing, although if you are sending a user report ticket you might have to wait longer than me

I think you are supposed to create 2 ticketes in this case, one to request a new winner and an user report to get these accounts permabanned.

I disagree. If you have the slightest doubt of something wrong being done, you should fill a report.
The mods are the ones supposed to do the investigating and decide if a punishment should be applied, not the users.

As others have mentioned, it's not acceptable. Reporting the user is the correct course of action, though, not creating a thread on the forum, so I'll be closing this.
