Those who set a level :
Except that you don't get more benefice setting a level when you create a giveaway.
Not setting a level allows you to give to people who, like you, have just arrived or who don't have a lot of games.
Also if you don't manage to win a game (don't worry it can sometimes take months), you can join this group :

so just a heads up on your description of Portal 2 GA, guidelines states:
12 - Begging. Do not ask game developers or users for keys or games, unless they are offering and searching for interested parties.

But be aware that the mods deal with scammers daily, so many games give you no value to raising your level.
Just read the faq for more info.
Bottom line best bet for raising your level, is buying a few Fanatical and Humble Bundles, then doing giveaways for the games you dont want.
Dont got money? Check around your neighborhood and local church for people who need a hand with simple grunt work...

Levels above 2 are useless and irrelevant imo. There are superior ways to filter to legit users.

-well to level up you gotta do giveaways
-the more expensive the game is the more points you get
-your level might drop if the game you gave away change in price even after you gave them away ( not 100% sure about it )
