I would say its up to you ... might be better to try and find someone who doesn't have all the games but lots of people might just be missing one or two of the games and the valve complete pack would help them get the games they are missing.

Give the winner what they won. The site prevents people from rolling on things they cant (i.e. missing base game)

Even if he cant use all of it, its still a package he (or she i guess) did not own, therefore the system let him roll on the giveaway (roll is a just a term for entering the giveaway)
