Sine most users on here are likely from English-speaking countries, I doubt many people have ordered from that site. However it is most likely region locked, due to this rough translation of their TOS:

"You also confirms being located in South America, where the right has Nuuvem digital distribution on the games in its catalog."

Amazon requires an US address in order to buy videogames, in this case, the sales.
I live in South America, bought them many times without problem, there isn't region lock, maybe this applies in Nuuvem.

Even in Gamersgate, if I look for Saints Row IV, it will tell me it's the brazilian version. I just hope publishers don't start doing this for every game.

If I recall it correctly, Saints Row 4 was region locked but they gave every buyer from outside Brazil a ROW key and blocked the purchase for future customers -> If you can add it to your cart, its not locked. But you can just ask their support too.

Also looking if there is a BR version of that game at SteamDB often helps, ROME 2 hasn't one so there can't be a region lock

This. Some games are region locked, so you simply can't add them to your cart if you try to buy it outside its intended region. For example, the last game where I noticed this was The Bureau.

Nuuvem is very reliable in my experience. I bought a bunch of games from them at great prices, and I've never had any problems with activation or anything else.

Also only the following region resctrictions exist in Rome II

Physical copies and digital keys for ROME II purchased in these territories will only work within these territories:

China, Taiwan, & Hong Kong
Thailand, Laos, Cambodia, Vietnam, & Myanmar
Russia + CIS
India
Turkey

Also, copies purchased elsewhere in the world outside of those regions listed, will not work within those regions.

For example, if you are in India you must purchase your copy of ROME II from a retailer located in India. Please check with your retailer if you have any questions.

This affects only those regions listed.
