I was considering getting a Russian Skyrim key, but that would mean the language would be in Russian, right? Would I be able to change the language in-game? If I couldn't and I used the registry editor to change the language, the voiceovers would be Russian and the text English, right? Help me out here.

If you are talking about VPNs, you should probably know that they might get you banned on Steam.
Gabe don't like you trying to get around regional pricing.

the problem here is that steam monitors Russian keys like a hawk, even if you git it, their will still be trouble.

Unless you are in Russia, you'll need a VPN to play. And Steam don't like you using VPNs to play. It could get you banned. Why not buy it cheap from a physical store. The game is steamworks anyway.
