Dark souls 2, Region restricted?

Well is it? I see on some CD key sites list the RU version as english and Nuuvem lists it as restricted only to japan. Soo what im asking is if i buy RU key from somewhere will it be restricted? Will gabe find out ban my account and sentence me to hell?

There are RU/CIS and JP vesrions that are restricted.

You'd have to activate it via VPN, so yes it is region locked.
