I have a feeling things are going to get ugly in this thread. I wonder who is going to be the first to enter with hundreds of keys given to them from a developer. Also, there are some very cheap games, you can currently buy 183 copies of some games for $5. I am not going to do that though because it just seems wrong.

I thought there was multiple games at that price, but there is currently just one that has not been free and can be given away on steamgifts, so It would be 183 copies of the same game. Also it's not a black market, it just a really bad game where the developer decided to sell a lot of keys for really cheap.
It just seems like a poor thing to do because it wouldn't be benefiting anyone, it would just be throwing away money to win a contest instead of giving away games that someone may actually want. This is why I think the CV system should give you points for your giveaways based on the wishlisted rank. That way people will be encouraged to give away games people want to play instead of whatever the cheapest game they can get there hands on for the most CV even if nobody wants it other than to +1 their Steam account.

I can't entirely agree with a wishlist based system, because not everyone uses wishlists the same way, but I totally agree with your bigger point. However it seems like people would still want to win a game, irregardless of its quality.

SG could have it's own wishlist separate from Steam and it could have a limit. You could pick something like your top 25 or 50 most desired games. It doesn't matter though because I don't think SG would ever make that major of a change.
