Not a chance. When I can afford to give a game away, I do it with the hope of bringing a little cheer to someone down on their luck. Likewise, I want people to know that if I ever win something, it's a game I wanted to play and that they've just made my day by giving me the chance to do so.
There's nothing wrong with people interested in trading, if that's what floats their boat, but this isn't the place for it.

No. My friend (who has never won anything on here) gave me the idea for the question, he thinks winners should be able to do whatever they want with their gifts. Because most gifters disagree with that, I think their wishes should be respected.

Regifting shouldent be allowed. Its obviously exploiting the system (Same game circulates over & Over & Over)
Trading though I think should be allowed. For example if you want Dungeon Defenders & Someone is trading it for a smilar priced game...
I might aswell enter similar priced game's giveaways, If I win I trade it for dungeon defenders & Everyone is happy.
You still acknowledge the gifter, Youre happy that he gifted you the game because you could trade that game for another which you wanted :)

Then why not go to a trading website? Adding trading features to a gifting website is a prime environment for rampant re-gifting.
