Something has to be done sometimes...

Well, I made a private giveaway for about 2 hours, nothing big, but the winner is completely ignoring me on steam, I already sent the gift to his/her e-mail, but seriously, what am I supposed to do? he could as well say I didn't send or try to send the gift and I would get some negative points on me.

Send a message to w/e email they have. you know their EMAIL US link at the bottom and tell them.

Instead of making a new raffle, that will leave the old one open to give you negative points, just email inbox@steamgifts.com to ask for a reraffle and the new winner won't (if you're lucky) ignore you... if he does, just give it to me by then :D

There is a 7 day window for things to be sent and redeemeed before you can redo.

It has only been an hour since the raffle ended. Give it some time.

I know, I just think is weird since the person IS ONLINE and seems to be actively ignoring me, plus, he went from my "waiting for acceptance" list to just nowhere, ERGO: actively ignoring.

Best you can do is wait 7 days and see if he responds. He's pretty new to the site and may have automatically declined the friend invite from someone he didn't recognize, not realizing what it was about. If he doesn't accept the gift within the time limit, then e-mail it back to yourself and contact CG to have it rerolled/deleted to be redone.

I had one guy do the exact same thing and realize 3 days later what it was about. Just be patient, it'll get cleared up either way.

Also, your post said you're concerned about getting negative points. If you re-create the giveaway without waiting the required 7 days for this winner, he could then report post it as not received and report you. And that would look really bad for you that you not only have the negative mark on your record, but also that you ignored the rules.

It's been 5 hours.

The winner probably isn't at a computer where they have Steam. If they won a game, I'm sure they'll be happy to accept it when they check their e-mail on their main gaming PC.
