I'm always preaching how we should all make more public giveaways, because in a way, when you only give to groups you don't actually contribute to the community as a whole, but only to specific circles of friends / group members... but, damn, sometimes I wish this website never went public and there's a gate made of pop-quiz for those who want to join and enter giveaways...

You try to register, your steam account is connected to new SG account, but you are in a trial of sorts - before entering your first giveaway, you need to read FAQ (maybe special "simple" version made of 10 main points, translated by volunteers to many languages) and then to solve a quiz - if you fail, you must wait a week to try again, and use the spare time to read the longer and more comprehensive version of FAQ.

I think that no explanation was needed. Everything seemed pretty obvious from the very start.
Anyway, I'd suggest you removing the link. I don't know either if it would fall into calling out but I'd just do it to avoid any more fuss.

Yeah, I just wanted to let people know what actually happened. I'm pretty sure that he didn't activate the key because IIRC someone did successfully activate it in the forum drop when I did it a few days ago. I didn't want the key to go to waste but since I was unsure of the status I obviously didn't want to create a new giveaway for it either.

No need to explain...I feel bad people that do something good get punished. Hope it works out with CG :)

In another one of my threads another user pointed me to this thread and I wanted to respond now that I'm back at my house. I was driving back home from my in-laws after the holidays when that thread began so I didn't get a chance to respond to it before it was closed.
What Happened
One the user won the game from me I emailed him the key. I noticed after a few days that he hadn't activated the key, not marked it received, but had been logged into SG in the interim. I emailed the user again to make sure there weren't any problems and never heard back. I sent a note to support after a week went by asking what to do. 5 days ago support asked me for proof that I sent the key and banned the user after I provided proof. The user had been logged in to SG numerous times in bteween me filing the support request and their response. Since I was unsure of the status of the key at this point (the user had +rep in his profile so I assumed it could have been traded) I did a key drop in the forum. Apparently the user found out about this and made a thread about it and gave me some negative feedback.
How Does This Affect My Giveaways
I saw one person concerned that I wasn't doing public giveaways anymore. That was actually coincidental and had nothing to do with this incident. I will continue to do public giveaways but I had some obligations to groups I had joined and I can only afford so many giveaways. I plan to contact support in a few days of the negative rep doesn't go away. Support was supposed to be contacting CG anyway to have him manually make the change so I'm just going to wait and see if that happens before I bug them again.
TL;DR
A user got upset that I reported him and gave me negative feedback. This won't affect my behavior or giveaways in any way.
I'm not sure if referencing the closed thread counts as calling someone out so if it does, let me know and I'll remove the link.
