Rules are secret, but I can bet you it's likely due to your ratio and activity.
Adding someone to your whitelist is a pointless move if you don't ever do giveaways anyway.
Don't try guilt-tripping people just because you can't enter their restricted (on purpose) giveaways.

It's my fault for abbreviating WISHlist to WL, as anyone could mistake that for WHITElist. Also, if you cared to read, there's a list of requirements in the OP, which I fulfill:
LV1 on SG
Activated all won games
Not won the same game multiple times
Never VAC Banned
But I guess there are other reqs not listed there, or maybe OP misclicked something and the list there doesn't match what's on steamtools, I was just trying to be helpful, instead of assuming, like you seem to like doing.

It would have been more helpful by clarifying that the SGTools requirements don’t appear to match the posted requirements in the OP, not just exclaiming that you couldn’t enter.
A lot of people who can’t enter post silly remarks like that, so yes I assumed you were just another one. My apologies.
