Try verifying the game cache integrity. Right click Titan Quest in the Steam client>Properties>Local Files>Verify Game Cache Integrity
If that fails uninstall the game, go to the folder where you previously installed it (Default C:\Program Files\Steam\steamapps\common. If the folder is still there delete it then reinstall it

The following fix worked for me...
"I found TQIT.exe and went into properties. Then I chose compatibility mode:XP SP3, and "run as administrator," thus solving my loading problems."

Right and that didn't work when I tried it last night. As much as I'd love to discover what a search engine is, Google has been no help to me thus far. Everything that comes up is a thread from steam's old forums which are down. Maybe Bing will help...

Starting a character and loading the original game, then exiting will normally fix this. If it doesn't, you'll need to manually create a couple registry keys. Here's the solution from one of the previous threads:
Open up regedit and navigate to HKEY_LOCAL_MACHINE>SOFTWARE>Wow6432Node>Iron Lore>Titan Quest
Is there a key in there called "Install Location"?
If not, create a new string called "Install Location", modify that and enter in the full path of your Titan Quest installation. This is where Immortal Throne checks to see if Titan Quest is actually installed, no key, no Titan Quest as far as Immortal Throne is concerned.
Next up, make sure there's a key called "Version", if there isn't create one and make the value "1.30", if you don't have that key Immortal Throne will attempt (and fail) to update your Titan Quest files every single time you start the game with no other way around it.

The only time that happened to me I just closed Steam and restarted it.

That's what I do when I get the "Could not Find Steam" error or whatever but it doesn't work for me for this particular error.

So I played Titan Quest Immortal Throne quite a bit about 2 months ago and now it just won't run because of an error that says Titan Quest must be installed to run Titan Quest-Immortal Throne. Please Install Titan Quest to continue. I've never had this problem and the regular Titan Quest runs perfectly. I've tried re-installing both TQ and IT and it still wont run. I haven't been able to find a solution either on the game hub or online, and the old steam forums are currently down. If anyone knows how to fix this I'd really appreciate it! Thanks!
