paypal question

so, i have so paypal balance and i got credit card linked...

problem is...i don't have funds on credit card, and when i try to buy a game on steam, or send money on someones other paypal, i can't cause paypal want to charge it via my credit card...

is there option i can set that first charge me from paypal balance, and then from credit card if i don't have on paypal?

btw. i'm from Croatia and if i want to withdraw it, it's 5$ fee and i don't have much on paypal :)

should be able to choose when to purchase to change to paypal

i login with paypal...but it charge me from cc
